Lake boat animation

In a country we have many nice largely lakes. I would like to see a program where I have a lake map with a boat travelling on that lake from coordinate -say being one time in 59.59.52N, 25.26,27E and willing to run 6 nautical miles in bearing 45 degrees (to NE) to a next place. Most of you are experts in designing games and animation etc . My question is how to define/initialize such an animation program where one has a known bitmap or jpg map of a lake , an icon representing her vessel and a direction where to sail? My inclination would be to make the boat a sprite, then you can move it around on the map without having to worry about 'revealed background'.
