I notice it ends with you expressing doubts about using BBC4W for DLL creation, and a suggestion to take the discussion "off board".

I was just wondering what the conclusion was given the three objections you listed (which seem pretty solid IMHO).

That thread must be from a few years ago (it refers to there not being a Beginners' Tutorial, which there has been since 2006). I have no recollection of the discussion continuing on a different forum.
